Maybe the Scots are right to want independence! It is time that power was devolved to the whole of the UK, the whole constitution needs overhauling.
The parliament in Westminster should be arranged on a federal system, only responsible for national issues.
Regional parliaments should be set up, i.e. counties to run the main local affairs including replacing council tax with a local income tax.
The federal government would retain the responsibility for defence, education & NHS funding.Also raising other taxes, VAT and funding other national services.
We will never be full democracy while we continue with the archaic system now in place. The House of Lords and the peerages should be abolished, the House of Commons should be reduced to maybe 100 members representing counties by size of population.
